It was founded in the early 1990s by Franjo Tudman and led by him until his death in 1999. Under him it ruled Croatia from 1990 to 1999. It owed its popularity chiefly to renewed patriotism in Croatia; some have described it as a popular, nationalist movement rather than a political party.
The rebel Serbs from the Krajina see HDZ as a chauvinist party and accuse it of orchestrating ethnic cleansing during the Yugoslav wars, though much the same can be said of their SDS as well.

In the period between 2000 and 2003, several businessmen who became tycoons under HDZ were trialled and incarcerated for various abuses, though in general the privatizationPrivatization (sometimes: denationalization privatisation or — especially in India — disinvestment is the economic process of transferring property, from public ownership to private ownership. HDZ-led government finalized the implementation of the basic criteria for joining the European Union membership, such as the return of refugees to their homes, rebuilding damaged houses from the war times, improved minority rights by having minority representatives part of the government, extradition of Croatian Army generals who were indicted by the ICTY, and further consolidation of the Croatian economy.
