The bombing of a Remembrance Day service Enniskillen in 1987, which killed 11 civilians, was allegedly approved by him as it came within his area of command. He is also accused of being responsible for personally overseeing the interrogation, torture and execution of as many as fourteen 'informants' within the Provisional IRA.
