Nationalist terrorism is a form of terrorism defined by its goal and its tactics. The goal is the formation of a separate state, i.e. "national liberation". The tactic is the use of violence or threat of violence against civilian populations. Groups rarely, if ever, identify themselves as "terrorist" and the label is usually applied pejoratively to nationalist groups engaged in resistance or revolution by attacking legitimate military and government targets.
