It is generally used to describe any armed conflict (minor or major) the US has been in since that time period. This is mainly because Congress has not made a formal declaration of war against anyone since then. However, the President, as the commander-in-chief, is authorized to send in the armed forces when he deems necessary, but this is normally not done without a measure of Congressional control.
