It was formed on April 1, 1974 from the northern part of Pembrokeshire - specifically, the borough of Haverfordwest, the urban districts of Fishguard, Goodwick, Milford Haven and Neyland, along with Camaes Rural District and Haverfordwest Rural District .

On April 1, 1996 the district was abolished and merged into a reconstituted Pembrokeshire.
