It was unable to intervene in the conflicts in Laos or Vietnam because such decisions required unanimity, which was never reached: France and the Philippines objected. The official leader of the organization from 1957 was known as the secretary-general. Thai diplomat Pote SarasinPote Sarasin ( 1905 September 28 2000) was a Thai diplomat and politician. He served as foreign minister from 1949 to 1951 and then served as ambassador to the United States. In September 1957 when Sarit Thanarat came to power in a military coup, he appoi held this position until 1964.
